Becoming a Member of The Black Car Fund

To become a member of The Fund, a company that provides for-hire service in the State of New York must first meet the criteria of the State Statute from which The Fund was created.  Must be a company that has certified to the satisfaction of the Department of State that more than 90 percent of its for-hire business is on a payment basis other than direct cash payment by a passenger; provided, however, that a central dispatch facility shall not include any such central facility that owns 50 percent or more of the cars it dispatches.
